Cursor vs. MultiAgentOS for privacy-sensitive teams

Cursor is a fantastic editor. It also sends every prompt and every relevant chunk of your codebase to OpenAI or Anthropic. For some teams that's a deal-breaker before they even open the pricing page. Here's the side-by-side, and a migration plan for the people who need one.

Why this matters in 2026

Cursor's default mode requires sending code to a third-party provider. The company is transparent about this — “Privacy Mode” exists, and the enterprise tier offers SOC 2 / data retention controls. But the underlying inference still runs on OpenAI / Anthropic infrastructure, and that's the hard line for certain industries:

  • Law firms — client privilege.
  • Healthcare — HIPAA / PHI handling.
  • Finance — material non-public information, MNPI insider rules.
  • Defence and government — ITAR, classified, data residency.
  • Open-source projects with licence-clean reputations to protect.

For these teams, the question isn't “is Cursor good?” It's “can we use it at all?”

What “local-first” actually means here

With Offline Mode enabled, the application's network policy explicitly refuses to dial out to OpenAI, Anthropic, Google, Groq, etc. Inference is routed to your local LLM endpoint (Ollama, LM Studio, llama.cpp). Project files, prompts, run traces, and tool-call logs never leave the device. Activation pings the licence server with a stable device ID — that's it.

This is the same posture you'd get from a self-hosted installation of one of the open-source frameworks (CrewAI, AutoGen) — but as a packaged desktop app you can install with a single MSI / DMG instead of a Python toolchain.

The honest part: where Cursor still wins

We're not going to pretend Cursor is bad. For privacy-tolerant teams it's probably the best AI editor on the market, and it's what most of our team uses for non-sensitive work:

  • Inline-edit UX is unmatched. “Edit this file in place” flows are smoother in Cursor than in MultiAgentOS today.
  • Cloud models are smarter, today. A 70B local model is roughly Claude 3.5; Cursor pipes you Claude 4.6.
  • Faster on-ramp. Open VS Code → install Cursor fork → done. No local model to download.

Migration playbook for privacy-sensitive teams

Step 1 — Audit your current Cursor data flows

List every type of code or prompt you currently submit. For each: is it client-confidential? PHI? MNPI? Classified? If yes, it should not have been going to Cursor in the first place. (You already knew this.)

Step 2 — Pick a local model

For tool-calling agentic work, the current sweet spot is qwen2.5:7b-instruct (small, fast, good tool use) or qwen2.5-coder:32b (better code, needs more VRAM). Llama 3.3 70B is the upper end if you have the hardware. See our cost reality piece for hardware sizing.

Step 3 — Install Ollama + MultiAgentOS

Then install MultiAgentOS and point the Coder agent at the local Ollama endpoint in Settings → Local Models.

Step 4 — Lock down with Offline Mode

Open Settings → Privacy & Offline → toggle Enable Offline Mode. Every cloud provider is now disabled at the runtime level — you'd have to explicitly turn it back off to send anything outside your machine.

Step 5 — Verify

Run the in-app self-test. It exercises every tool against safe inputs and reports which work — including verifying that your local LLM responds correctly to tool-call protocols. If it passes, you're operational.

The 5-year cost picture

For a 10-person privacy-sensitive team currently blocked from using Cursor at all:

  • Cursor: not an option (excluded for compliance reasons).
